Hardware or software issue?

On one of my HMC40's, the iris wheel does not change when clicked. I am not moving from auto to manual.

Is this possibly a software or menu selection issue or strictly hardware? The camera has had no abuse.

Humidity, open it and clean contacts, if doesn't work it was abused, maybe very strong hands
