frame rate "default" except for 24pn?

ok, Im confused. the manual states that you can use variable frame rates for all 720p settings. but when i go into the scene settings, "frame rate" is blue and set to "default". I can only change the frame rate when the camera is in 720 24pn. Ive tried every setting. Is this normal?
 
No, it's not normal. You can use variable frame rates in all the 720p modes.

Make sure it's in FILM CAM mode, not VIDEO CAM mode. VIDEO CAM will blue-out the frame rates, so change the operation type to FILM CAM and you should be good to go.
 
thats the thing, it is in film mode. is there another setting somwhere else in the camera that could be doing this?
 
menu 5, rec format: 720/24p (or 720/25p or 720/30p or 720/50p or 720/60p)
menu 1, operation type: film cam (not video cam)

With those two settings, variable frame rates will be enabled.
