footage not capturing properly even with correct settings

So I'm going to capture some 24PA footage in FCP like I always do. I capture the footage but for some reason this time it's capturing as 29.97fps... I re-check all my settings and sure enough it's set-up properly. advanced pull-down and NDF are both selected. I've re-set all my settings, tried the easy set-up for 24PA just to see if that would yield any results but to no avail the footage is still being captured as 29.97.

Can anyone help me with this issue
 
The footage actually is 29.97. That's how it's recorded to tape. The capture process simply transfers the 1's and 0's to the hard drive, nothing typically get's changed in the process.

If FCP isn't properly removing the pulldown, you might look to FCP as the problem here.
