Focus in post

Just read the post about the shallow depth of field and that it can be done in post after effects to my suprise.

is the same possible with making it look like it goes out of focus? It would probably involve the same filters, but maybe there is a special plug in or smth.

meaning of course the most natural looking going to out of focus, where a source of light becomes bigger for example.
 
premiere has some fx presets and there is blur in and out, u can keyframe the duration etc. it's already built in PPro 2
 
if you mean selective focus (like the focus beginning on someone's feet and moving up to their head) you have to shoot for the effect. When you're shooting it, make sure the desired subject is moving towards or away from the camera in a linear fashion. Then make a blur map in After Effects and animate it.
