Flicker on Certain shutter speeds normal?

Hi guys,
was just playing with my 5D in my office, and noticed a heavy flicker at certain shutter speeds. Just wondering if this is a normal thing. I'm shooting in PAL at 24fps. The shot you see attached is at 60 shutter speed. When I switched to 50Fps the problem cleared but a number of other shutter speeds increased the flicker. Just want to know if this is normal or if there may be an issue?

Hello If your in PAL land you need to shoot 1/50 or multiples of if under artificial light as this is the phase of the electricity
