Fixed Manual Focus and Zoom

Not sure what you're asking. Focus and zoom are unrelated to scene file settings.

Whenever you're using a 35mm adapter you will set the focus and zoom to a particular fixed spot and never move them.
 
Sometimes I wish panasonic had not come up with the term or concept "file settings" It seems to create a lot of confusion: "for a horror film look, should I use F2 or F3?
 
I can't create a fixed focus where, even when I move the focus wheel, the focus doesn't change?

so I can't have a set zoom where the zoom wheel and the auto zoom are disabled?

I need a constant 16MF and 75Z

No, you can't. You just have to set everything where you need it and try not to bump it.
