Final cut pro 7 file on final cut express 4?

Is there a way in opening up a file from final cut pro 7 onto an older version of final cut express, like final cut express 4?
 
I'm not sure on this one - but does Express open XML files? Do you, or does someone, have access to 7 that could export one to see if you can use it? It might not bring across all of the crazy effects that exist in a project, but you might be able to get cuts and dissolves in the right places.
 
You need a version of FCE that is newer than the version of FCP.

I don't know why Apple would intentionally cripple an older version of FCE to make it incompatible with a later released FCP 7.

To me it's more an issue of release dates.
