film flair/writing on film plugin!?

Does anyone know what the colour flare effet is when you can add it to footage to make it look like the film has been damaged.

Often it can be like flares of red, yellow or greens?

And also the plugin to make it look like the footage has been shot on real film where part of the reel has been written on?
