Extra Neutral Density Filters

The DVX100A comes with 2 levels of built in Neutral Density filters. Yet when I shoot outside on a sunny day at the ND 1/64th setting I still seem to be getting scenes that are too bright.

Is an extra ND filter recommended? and if so what value of ND should I get?

OK, I give up.

Is thre really such a thing as a NASA chip? and if so, what is it and how might it differ from other cameras? How do I know if I have it? and is there a painless cure?

Alos, in response to the first reply, I was using the camera in auto iris mode (I think.)
