External Audio and Lip Sync

Not sure how this works.

Shoot video with D90
Convert in MPEG Streamclip 24fps
Audio guy records audio separately
Both are imported into Final Cut Express or possibly Final Cut studio

The video is of a person talking so lip sync is critical.

Here is the part I do not understand. FCE will change the frame rate to 29.97 so it seems the video and audio may be running at different speeds and throw off the sync.

Your comments/explanation would be greatly appreciated.
 
fce will change the frame rate sure but it will also insert 6 extra frames per second and drop one every half minute or so making the speed remain constant.
