Just edited a video that is about an hour and 15 min long. I logged and transfered my footage to an external hard drive that has firewire 800. I dropped my clip into the sequence and converted my sequence to the clips settings. I tend to get some stutter in my video while watching. No audio is out of sync. So I am not trying to burn to blu-ray so another editor I know sent me a clip, so its easier to adjust my sequence settings. Now this works for him for standard, not HD. So my sequence settings are this:

Frame Size: 720x480 Aspect Ration: NTSC DV (3:2)
Pixel Aspect Ratio: NTSC - CCIR 601/DV (720x480) Anamorphic checked

Field Dominance is Lower Even
Editing Timebase 29.97

Quicktime Video Settings: DV/DVCPRO -NTSC

Also the specs on my macbook pro is:
2.8 GHz
Memory 4 GB
Version 10.5.8
and editing on Final Cut 7

Now he has been working with HMC-150 footage and has been using these settings and has been working fine with him. Does anybody have any clue how I can just edit my footage. I am just exporting for standard right now. I exported to a regular quicktime movie and burning right now, seeing if it skips. But if anybody can please help me to figure out so I don't have this stutter will be great. Thanks!

Another editor I know said it could also be the bit-rate. Look I know how to edit but I just want a clear idea so my footage is smooth and can be put on DVD and sent to my clients. Thanks

What you are seeing is a field issue. DV is lower field first and HD is upper. If FCP didnt automatically put a shift fields filter on that is the problem. You can put one manually on from your video filters > video.

Also why are you editing in a DV sequence? You always want to edit in the native format of the footage. That way you will not have to render when you want to watch the video down. If you are going to an SD DVD, edit in HD and on the export have it converted. Compressor does a decent job of down converting HD to SD DVD. PM me if you need any more help.
