Experimenting with Avid from FCP

In FCP, if I use my 16 :9 filter, I have offset control to move the frame (not the filter) up or down. I cannot seem to find this feature in Avid. Everything I try only moves the filter or changes its ratio/shape. Am I missing somthing. Your help is (as always) appreciated.

You can use re-size (under Image effects). Then you can only change the position to move the frame up or down or left or right. Stupid it's stuck in "re-size" but it works.
