Excess luma issue

I know of the importance of adjusting luma to avoid a "super-white" level for broadcasting...but, is it still necessary to stay within 100 if I'm outputting to a Mini-DV tape that will be screened on a large projection screen at a Film Festival??

Usually not, since there is no bradcast involved.

However, if your image does have "super whites" in it, there are ways to bring those down into a visible range and get more detail in your highlights... in post.

Depending on the Broadcast Safe filter, some of them simply clip the whites past 100 IRE equiv. I use Premiere and if you use the ProcAmp filter, you can actually bring the >100 levels down to 100 and below, so you have more visible details in the highlights. Not sure if it's possible in other NLE's.
