If you have that lens you should contact Panasonic service. We may have a FW fix if many people complains.
I have heard that Panasonic knows the issue but I am not sure if they are doing something.

I have tested 2 copies of that lens with 3 bodies (GH3,GH4) and the OIS vibration is exactly the same.

If you have not noticed that OIS vibration try shooting a stationary hand held shot at 14mm and see if image jitters or vibrates.

I've had the 14-140 lens since buying the GH-1. I'm now using it with my Blackmagic Pocket Cinema Camera, with no 'vibration' in OIS mode. It is recommended that one turn off OIS when mounted on a fixed platform... aka tripod... but I almost always forget...

12-13 years ago, I do recall having a Nikon lens that needed to have OIS turned off... but not the Panasonic.

I made again some heavy testing today with my problem lens Pana 14-140 II. I shooted with a short monopod. I attached a heavy weight to monopods lower end and used it leaning to my body (not ground). Image looked very stable in EVF and I made some very slow and perfect pans and moves. When I came home and watched clips the same jittering was there. The OIS is so sensitive that any minor vibration makes it jitter. A good tripod or post stabilization is the only way to get decent shots
