Quality to the same. Its just a transcode to an existing codec.

As to fastest . . . do a test encode.

Your "best quality for shortest render time" is going to be using Compressor with properly configured Qmaster instances. Your data rate should be set to "automatic" (up to you what percentage you want to do) and you should only do a 1-pass encode.
