emulating light sreaks or star filter

You can use light rays...and starburt to get this effect.

thanks skilled, i was playing around with them yesterday, but when i apply them it applies to all the clip, i guess i have to mask the person? no other way to apply them just to light source...?

Yes,, you can also try "rays"... Play around with x and y and you can get it were you want it. In this example I put rays exactly were I wanted them.
