GH13 Eliminating Floro Flicker - Shooting 25p in NTSC Land

I was shooting a few weeks ago at night under dim street lights (it was a story about community policing in Xela, Guatemala's second biggest city). I shoot on the GH13 for PAL HD broadcast (50i) so always shoot 1080p25 (either native or in 50i stream).

I changed the shutter speed to 1/60 to try and sync with the street lights, but still got flicker. Granted there wasn't as much as with 1/50 shutter, but the footage still looked pretty poor.

Any suggestions on what I might be doing wrong? I might have to film in a hospital at night down here soon and can't handle the flicker ...

Also, any advice on whether there's any difference in smoothness of movement with 25p native or wrapped in 50i? I mostly shoot on tripod/monopod (no pans/tilts) but occasionally need to film while following someone walking. I can't see any difference on my LCD but have no idea what it'd look like on an interlaced screen/plasma/etc. Part of me thinks I might be better to film in 720p50 and upres but a friend told me I'd lose a lot of image quality.

Thanks.
