Effects menu locked up?

I don't use FCE everyday, so sometimes I have to remind myself how to do things. But last night I was trying to put a dissolve effect at the beginning of a sequence, and I couldn't get it to work right. After a couple of tries, I noticed that when I tried to drag the effect down to the timeline, there was a small "x" attached to the arrow, apparently indicating that the effect was disabled. When I tried to use the pulldown menu, all the effects were grayed. When I took a closer look at the folders, the little locks on the folders were locked. I can't find anything to suggest why this is or how do undo it. Has anybody else seen this??? HELP!!

Is this an un-install/re-install problem?

Thanks.

OK, I unloaded and reloaded (and updated) FCE. I continued my search for my solution and discovered that FCE really doesn't like 24p footage. Of course you can't find this in the program documentation (at least I didn't). Anyway, the situation where this problem first became manifest was trying to work with a .mov file that my wife had downloaded from YouTube. I realized that wasn't a video after all but a slide show that was saved as a .mov file. Soooo, I'm wondering if FCE really doesn't like this kind of file either. I have loaded 24p footage from my DVX100b into FCE, and I thought it was working, although I haven't really done much but some experimental test cutting. Are some of the things I'm seeing manifestations of FCE's file limitations? Should the advice be, if you want to use FCE, don't think about straying beyond plain old 60i? Thanks.

Final Cut Express cannot handle 23.976 material, only 29.97. However, if you are using your DVX to shoot in regular 24p (not 24p Advanced), then you can capture and edit at 29.97 in FCE without a problem. As long as you shoot 60i, 30p, or 24p (not advanced), you'll be fine.
