editing legacy project - what format?

I've been told I'm going to get a call from our university, asking if I'd like to re-edit a reunion video that was first created about 5 years ago. It's been added to ever since, and now they want a major overhaul.

For a low budget project, 5 years ago, what's the most likely format of the original footage? VHS tape? Digital files?
 
Ask the client who made it / shot it / edited it and for their contact info.

The client may come to you with "here's the VHS of the project, re-edit it", But there may be a video production company around that made it and has all the original material or the master on another format like BetaSP that would do you much better as source material.
