DVCAM Playback from film material

If someone was too transfer film to DVCAM small tapes at a Post Facility and play back to digitize from the DVX, would it be better quality than simply playing back ((and recording to) mini-dv and palying back from the dvx (or another lesser deck?)

No, DVCAM and MiniDV are the exact same visual quality...the difference comes from DVCAM being a stronger format, so the tapes themselves can withstand more passthroughs without getting as many dropouts. But a pristine MiniDV copy, and a pristine DVCAM copy would look identical.
