Likely a naive question, but...
Can DV Express handle 24P? If so, starting w/ what version of the software?
 
Xpress DV cannot handle 24p with pulldown. You can always shoot 24pN footage and edit in a 30i timeline.

If you want true 24p then you need Xpress Pro. Any version will handle 24p, but the newest Xpress Pro HD (on PC) will handle 24p with a few extra features.
