Dust on filter - can't get off?

So I noticed while editing that there are 2 small scratches on my filter (at first I thought it was dust). I took it off and went to clean it with a microfiber cloth. However, the cloth left little "hairs" on the filter, and they're hard to get off. How can I clean my filter? The scratches are a problem, but those hairs made everything even worse. what can I do?

Get some lens cleaning solution, that should do the trick.

Put a little bit on the cloth and then clean it, then using a dry micro fibre cloth dry it.

I cleaned off some dust on a sony alpha DSLR's sensor using those small tins of compressed air , couple of squeezes and the dust was blown away like this..
