Does Codec affect Dynamic Range?

I'm getting the FS700 and I've read somewhere that the DR is pegged around 12 stops (at least on the FS100 so I'm thinking it will be similar).

But with the FS700, you are obviously going to get better codecs in the future.

Does the codec have any effect on the Dynamic Range? Or is that something that has to do with the sensor only.

Doesn't the Alexa have about 15 stops of DR? If the FS700 was outputting 4K RAW, would the DR increase to a similar range? Or is that just wishful thinking?

FS700 is supposed to have 11 stops useable.

13.5 usable

Definitely wishful thinking. It probably won't go beyond 11.5 usable.

How many stops useable does the RED Epic and Scarlet have?

At its best compression settings, Epic @ 5K is around 12.5 usable stops. Not sure about Scarlet, but I imagine in the range of, take some.

FS100 is supposed to be 11 usable, I believe that completely.

Noise floor and a few other things factor in on usable DR, which is the most important measure (to me, anyway).
