That looks like an anamorphic lens flare.

that could be like those streak filters I think. Big music video thing, people love em. They have em at b and h, in 72mm (dvx) I think. Don't quote me on that.***

you can get better results with Red Giant Soft's 3d stroke or Knoll Light Factory created by one of the Knoll brothers who came up with Photoshop. rather easy to use.
