Do you need an HD DVD burner, to put HD film footage onto DVD?

Not to mention that it's pretty much the only way to distribute HD content on a disc that EVERYONE can play. Anyone with a computer can play an AVCHD disc, because it's on a standard-def DVD. If you distribute blu-ray discs, only people with blu-ray players could play them. But AVCHD discs can be used by those who have blu-ray players, and those that don't can play them in their computers.
 
Have I missed the post where anyone actually explained what an AVCHD disc is and exactly how you'd create it - complete with what software you'd use to do so?
