Difference Between Total/Effective Pixel Count

I had always assumed that the DVX CCD block didn't use any kind of pixel shifting technique to get full resolution progressive footage, but when I was checking up specs it was listed as having a 380,000 pixel count based on a horizontal pixel shift system. Can anyone here explain in great detail exactly what this system is?

All cameras use pixel shift; if they didn't you'd have fixed pattern noise and striping in the video.

Pixel Shift can also be taken advantage of to deliver higher resolution images than the native pixel count of the CCD, but not always.
