when i saw the topic title i had this fear it was a topic about an upcoming adaptation of the mega drive's 7up sponsored game. i figured uwe boll was really scraping the barrel.

i'm not sure but...
they drew the street lines to look sort of like turntables
then they had each element (car1, car2, bikers, people, etc...) enter the frame independtly of each other.
then in AE they made it so each element was in the frame (don't know what it's called)
and then greenscreened the arms in and messed around with the elements to match the song.
it must have taken tons of planning to get everything to sync up nicely.

EDIT- i just noticed how the lighting on the arms is also added in to make it very convincing!
