Curious about why you need to do this?
That would be a really bad idea. AVCHD has solid enough compression for a camera- but the last thing you want to do is re-compress footage back to it. It's like a xerox of a xerox- not intended for multiple generations.
I'd highly recommend you simply give them the source files rather than severely compromise the quality by editing them. If you really have some elements you don't want to be in the final version- ask them to sign a waiver over it or offer to give them ProRes or uncompressed versions with the stuff you're concerned about edited out.

I agree. I just don't want to take the risk that the editor doesn't get the message. It's too easy to get sued these days. Thanks for your input!Tell them the situation and then its their issue to deal with the talent aspect.
To be helpful...give them a time code log where the issues occur.
Thats what I would do anyway.
There's software like this http://www.aunsoft.com/split_cut_avchd_mts_m2ts_video_files_without_re-encoding_recompression/ It will cut or splice AVCHD MTS files without recompression.
I think it's also possible to do it with Virtualdub and a media splitter extension.
Another that might work is http://www.ffprojects.net/tssplitter/
