convert pal to ntsc format

I am planning to buy this software to convert pal format into ntsc format.
is it a good buy ...

Are you sure it can even do that? The last time I checked (that might have been version 6.0) it couldn't. If you have the time, Compressor 2 does high quality format conversion. Also take a look at Nattress format conversion plug-in for FCP. I haven't tried Cleaner 6.5 but 6.0 wasn't any good.
