Convert 1080p to DV NTSC

I am using Premiere CS5.5 and need to export my edited 1080p 24fps (Canon dSLR) timeline to NTSC (4:3)

I would like to keep it widescreen and I am fine with exporting with black bars at top and bottom.

I also need to re-export the NTSC file into a timeline, create break bumpers and put some ads inside.

What should be my work flow be?

Should I export full 1080p footage and then resize it in a NTSC (4:3) timeline through motion or directly export NTSC from the 1080p timeline and then import?

I don't have a definitive answer for you, but I can say that I always learned best by doing and experimenting. Just start trying some of the ideas you listed and see what works. It's probably quicker than scouring the internet for answers or waiting for people to answer here.

Don't exactly know why this is in the audio section...

But I'd create an empty 4:3 sequence, selecting DV-NTSC from the setup template.

I'd then drop the HD material in and resize as required to give the 'letter box' look.

The reason for going with the 4:3 aspect ratio in the sequence, you can then use the 'NTSC TV' safe zones for material, and adjust as required.

If everything is entirely HD, and one does not care about the fact that letter boxing on a 4:3 results in smaller area on the screen, then you can export the HD, and have the export function 'letter box' the entire sequence.

Then add any 4:3 'bumper' material as required.

The export function of Premiere should be able to take that to your output requirements.
