Compressor question

So I shot a local commercial on my hvx200. 720p 24fps I edited on fcp and now the station says they are not set up to air hi-def. Using compressor what settings do I need to go thru to convert 16:9 to 4:3.. without cropping the picture (graphics are not in safe zone).
I dont mind the black bars on the top and bottom and neither does the client. I tried 8 bit uncompressed under the SD settings in compressor but it squeezes the picture. then I did the anamorphic and that looks ok, but it drops quality. sorry I just don't quite get this process yet. I want to convert 16:9 to SD 4:3. with black bars on top and bottom.
Any help will be much appreciated
 
Set up FCP with an easy set up the meets the station's requirements. Import your footage, and then place it in the sequence. Don't change the settings, and scale the video accordingly.
