Compression Artifacts In Low Noise

I am new to this site, and I have researched this problem from previous threads but I have not found a solution. Is compression artifacts normal in shooting with HVX200? Because I shot some test footage and I have to say it looked ugly. I understand low noise creates noise but this does not look like normal problems. It looks blocky. I shot someone looking out into the city, and my actor was well lit but the night sky behind him looked really odd and blocky.

Someone told me to overlight and darken my footage in post. I don't like the idea of flat lighting. But yet I see some of you people post some imaginatively lit shots, and I dont see any artifact compression.

If anyone would be so kind as to help me with this question.
