component image cut off?

I'm sending the test card image by component to my SONY 17" MFM-HT75W LCD and the white and black bars are cut off at the sides by about a quater in width.

Is this a monitor issue?

It could be, some monitors are designed to cut off the picture, mostly consumer monitors though. Is this a monitor that has blue gun and underscan. If so push the underscan and see if gives you the full picture.
