Color Temp fluctuates!!!???

I'm having an issue when viewing through the flipout screen......the best way to describe it is that the color temp seems to fluctuate between warm and cool...back and forth.....everything is in manual mode....It also records that way too....can't seem to figure it out.....is it a bad camera?.....has this happen to anyone? or have any idea as to why? Thanks much.
 
As far as I know everything is set to manual....I white balance manually and it still does that.

I'm in the U.S. I've changed it to various shutter speeds and still does it....I don't think the shutter has anything to do with it.
 
Check the "Auto Tracking White" option under the "Camera Setup" menu to be certain that it is set to "Off".
 
Are you under flourescents? Non-pro flourescents can sometimes cause a shift in overall shift in white balance, a sort of pulsing that sounds similar to what you are describing.
