Closed Captioning in Premiere CC 2014

Closed Captioning in Premiere is a weird animal. The way you do it in 5.5 is very different from 6.0 which is different from CCloud, which apparently is different from 2014. THAT'S the one I need to know how to use. All of the CCloud CCaptioning tutorials mention "In the Source or Program Monitor panel pop-up menu, select Closed Captioning Display > Enable." That would be fantastic if that button existed in 2014. It doesn't. It's gone. I have no idea where it went, but it's just fallen off the UI. The other options state to just add the CC bubble in the toolbar. Check. Toggle it on. Check. See CCaptioning in timeline. Nope. I need to set it up to the 608 option, but I can't find where they hide that this time. Am I stuck on 708?

Adobe: You have a solid program. Stop moving these things around.
