Cinemek demo video question

I think most of you have scene this clip from Cinemek,

I was just wondering does anyone know how they make that effect where the picture is overexposed for about half a second before almost each cut. It looks good, and I want to make that same effect with Adobe Premiere 2.0

theres alot of ways to do it, i just use color correction and keyframe the hilights

Try a flash frame or key frame a brightness/contrast filter. If you need any help let me know!
