Cartoni Focus balancing problem!

I know that I must be doing something wrong... but I am about ready to pull my hair out! I just got an HVX with the Cartoni Focus tripod system. There is nothing on the camera but a battery and a small wireless mic reciever. I am following the instructions in the manual to balance the head. It says by adjusting the balance knob in the back you should be able to get the head to stop moving when you tilt... meaning that you should be able to tilt the camera to 25 degrees down, let go, and it won't snap back. I can not make this happen no matter how much I adjust the knob in the back. I am sure I must be doing something wrong. Does anybody have any suggestions?
Thanks,
Kris Kelley

So I think I may have just figured this out... the Cartoni manual says: "Set the counterbalance system by turning the balance knob to appropriate tension. The camera has to stay at any tilt angle. Fine tune by adjusting the sliding plate." I think that this is a misleading translation from Italian. I feel like an idiot... I am not new to the world of fluid head tripods, and I have never had one that will stay tilted when you tilt it forward, unless you lock it.
So am I correct in assuming this? If you have the head balanced properly, when you tilt forward, if you let go the head will return to a level position. The balance knob is used to adjust the camera to that level position, and the drag knob is to adjust how much resistance there is when you tilt, or pan in referrence to the other knob. Hope I have this figured out.
Thanks.

Correct. Balanced means unlocked and level . The camera should not drift forward or back. But some like to set the weight a little back or forward to help in the direction you want to tilt.
