Cant Figure Out How To Do This

I have been trying to figure out how to make a background like the one in the picture above. Of course I guess I could free hand draw all of the lines but that would be VERY difficult and VERY time consuming. I'm sure there is a way I'm missing. Any ideas? I couldn't even figure out how to describe this to look for tutorials on the net.

ANY AND ALL HELP IS GREATLY APPRECIATED.
 
Wow, I thought you meant the mirror ball, which I'd approach in some sort of vector-wrap fashion in Illustrator. (I tend to keep as much of this stuff in AI as possible if it's an actual client job) or at least make the PS file big enough for, say, a trade show sign.

Using the wave/polar trick can give you some blurry results; if you want a specific number of "rays", you can draw a line (in AI), dupe-rotate it "x" degrees, close those 2 into a triangle shape, and dupe & rotate that shape until you have 360 degrees filled up. Use a calculator to suss out the rotational stuff for a lot of thin rays or a few fat ones.

You can paste that art right into PS and use it to make masks, but every effect in the background above can come from AI, giving you a resolution-independent file. Final use could be a web logo or a billboard, same file size.
