Yeah, there seems to be some kind of temporal blur applied to everything but the car, the car was rotoscoped out of the effect or it's a plugin that keys out everything that is somewhat stationary.

Later in his responses he said he used custom masking to mask out the car. To do this in Vegas also use custom masking and horizontal gaussian blur.
