Best way to make smaller files?

I apologize if this has been answered before, I know I have asked before but I haven't found a consistant solution.

I am having trouble getting satisfactory results creating quicktime or windows media files. I tried to use H.264 to make a 30 second clip of my new dolly/crane and crashed Premiere Pro 1.5 repeatedly. I did a search here and reduced the quality and size and cut it down to about 26 meg. How in the world am I going to get my Zombie movie to only be 30 megs? I have used the Sorensen codec with the data rate set at 300 with some success but not enough. I have burned a two hour vacation video to dvd without any problem though the uncompressed video was too large for the dvd. I have Adobe Encore for that. Do I need to buy another program just for small clips?

Also I was getting an audio loud buzz at the begining of the clip with all the quicktime attempts. I even cut the audio out and got it. But in AVI format there was no buzz.

I have seen a lot of high quality clips posted that were much smaller than anything I've been able to do. What do I need to do?

I use a tool called "windows media encoder" to get my wmv's down to size.....its kinda dummy proof and has a ton of presets....once you find the preset you like just use that.

Works well for my stuff.
