It makes sense to sharpen footage you downscale but to me it does not make any sense to sharpen SD footage you upscale.Why hardware?
Lots of software that can be used, even built in filters in premiere. Check out what the matrix filter can do... i converted some SD work to HD this way and the increase in sharpness blew me away.

Most critical, in my view, is to make sure that if the SD footage is interlaced to do the best possible deinterlacing (with frame doubling) before you upscale.
I have some vintage SVHS footage I'll be using in a project. What is your recommended software for de-interlacing the transferred digital video files (.avi uncompressed)? I'm using Vegas 12 to edit.
