Best quality WVGA MPEG Settings?????

I use my GH13 almost exclusively in FHD 24 native mode and am pleased with it. I love the IDEA of the super high bitrate HD Mpeg settings but they still give me only 30p and I want 24. So I rarely use MPEG HD over the AVCHD. What I do use A LOT is Mpeg in WVGA mode. It's an incredibly handy format in that it imports easily into any editor and because it's basically SD NTSC widescreen, I can qucikly edit and burn an SD DVD for someone without a lot of transcoding. I use this mode when filming something like a home appraisal where I just need quick DV quality video. My problem is that no matter what settings I have used so far (currently using 600,330,260,179Q-4 table at 422) I can't seem to lay down anything higher than 12mbits on my class 10 card while shooting in WVGA mode. Since DV is 25mbits the footage in the GH1's WVGA mode looks really crappy by comparison. Since I don't need to ever shoot MPEG HD is there any way to tweek the MPEG settings so it won't record in MPEG HD due to the high bitrate but will record 25 mbits or more in WVGA mode?

Any help would be appreciated!
