Best interval recording

I have been capturing interval recordings at 1080 30p.
I have been reading about the frame rate converter.
Should I be capturing time-lapse at 60fps?
I wanted to convert some 1080 30p to 720 24p,
I used Cinema Tools but the motion is a little jerky.
Since the HVX will not capture interval recordings at
24p what would be the best workflow??
I have the Frame Rate converter loaded up and it shows up under tools but does not seem to do anything??

I would take you clips into a 1080/30p timeline and then create a 720p24 sequence and drop them into there. Render out.
