It depends on the editing software you're using; final cut has a plug-in f/x preset called "Earthquake" that can be seen throughout here:
Other editing software, however do not have such built in video filters, and manual pan-and-crop methods are necessary to achieve this look. I'm thinking the latter was used for the video you posted

You can use the wiggle expression in after effects, or the wiggler control; keyframe the intensity & duration as needed.

Give me a example of how much I should set the wiggler to like (1,15) or what?
