Avid and 24P DVD Projects

Hey guys, can any of you point me to a good link/tutorial on how to make 24P DVDs? Is it true that Vegas+DVD is the only program out, which can support native 24P DVD creation?

Is Avid DVD By Sonic an add-on, DVD only program, or the Avid Xpress Pro software including DVD support?

Which programs do you use to author your 24P DVD projects if you have Avid Xpress Pro (HD)?
