Authoring best settings for dvd output

Hi all just a quick query, I recently shot a corporate event with the af100 and despite lighting issues, was really pleased with the outcome. When I outputed via adobe encore cs5.5 to blu ray it all looks great, but with dvds i get a horrible noisy ghosting around different edges (especially colourful items ie balloons). I understand you can't output hd to dvds and that they are 720 by 560 or something for pal, however in the past i have definitely acheived great looking dvd content with 1080p footage that (before i knew better about dvds) i would of sworn was high definition. But now my dvds looks horribly downgraded, so i wanted to ask you guys what settings do you use for the best quality dvds for clients? I refuse to accept all my dvds should look this bad, as even modern films shot in high def which are authored for dvds looks great, I just cant figure out what im doing wrong as opposed to a few months ago. All advice is appreciated!

Any one, It's just ived authored about 10 dvds now and spent hours online getting a muddle of advice and would be interested to hear peoples thoughts on here (as they always seem the most helpful and in tune).

I resently made a DVD from 1080p

I used auto highest and checked the maximum quality box.
I have never gotten a better result. Note even when I manually pulled all the controls to highest.
It was a progressive 24fps project.

I use CS6, but good luck.
