Anyone try/use Vanguard Tripod Head PH-22? (Or alike)

Hey all!

I'm wanting to buy a tripod and am trying to stay on a fairly tight budget. While I recognize that in some cases money means quality, I'm trying to find a good balance (ie under $200). I'm using a T2i.

Anyways, has anyone used the PH-22 Tripod head from Vanguard? Is it good quality? Is it smooth?

It's a cheap low cost photo head. I wouldn't waste my money on it.

If one way lying around, I might use it to hold my camera still to shoot a timelapse. Maybe.
