The Osram lamps that you speak of are 100% interchangeable with Kino Flo biax lamps. That being the case, I'm not sure why one would go with LED's in that type of fixture, nor do I know of an LED retrofit for that type of lamp.
They are non-dimmable (bank switchable) One has no bulbs and has a flicker in one of the ballasts/banks. Thought a kit conversion might allow dimming. Another thought was that LEDs might be less fragile.
