I dont need this for any project im working on, but I was wondering incase I ever screwed up and wanted to do this

If I film in 24pa, I capture it as 29.97, and edit it on a 29.97fps timeline, then export it to tape - then re-import it at 29.97 and then finalize it on a 23.98fps timeline and export it, will it b a true 24p file?

Ill break it down, cause you need to kind of take a double look at that to understand it

Film in 24p
Capture in 29.97
Edit in 29.97
Print to tape
Import Print at 29.97 back into FCP
Lay it on a 23.98 timeline
Then export at 24p

true 24p file or not?

24pa has to be converted in 23.98 for the best quality.
If you shoot 24p then editing 29.97 is fine.

From the sounds of it you captured 24pa and editing 29.97 so there's a cadence problem with any fast motion.

Since you edited 24 footage in 29.97 that means that your edits may occur on a field. This is a big problem if you ever want to go back to pure 24.

You export to tape and then re-import. Here you should have just used your orginal project insead of re-importing or at least gone to a digital file and back in. In theory it's all digital but tape drop outs and recompression from saving can cause some degrading.

Then you stick a 29.97 clip into 23.98 timeline in FCP. This is a problem. FCP Will do time adjustment but won't do a pulldown removal to get a clean (good) speed conversion. Note that even if you tried to do a remove pulldown on this footage you might not be able to because it's been edited making it hard for fcp to tell the cadence.
