Has anyone ever gotten to the point where they never get this message?

If so, please provide your hardware description.

I have fed it a lot of expensive hardware, with minimal benefit.

I never get that message and have only occasionally (rarely) seen it in the past. I have used Premiere since earliest iteratiosn on a number of PCs. My hardware is nothing special. Desktop Computer, I7 PU. Win7 4 internal H.drives, 2 x Video cardsd (nvidia), BM Card...

It's an OS time-out message. Don't touch anything and it'll "recover" on it's own. The cause is almost certainly some other process running on your machine, taking up resources that PPro needs, like CPU. Most likely a virus scanner or some other background process. If you clean up all the crap that's running on most machines, PPro runs like a champ on less than state of the art hardware.
